CRY HAVOC! is a project based on several previous discussions regarding a campaign that integrates realm management and mass combat into play. Some of us were involved in a short experimental version of this concept, GM'd by Chris back in the late '90s.
Concepts include:
*Using a "primary" character for strategic/realm management/political play
*Designing and controlling a stable of lesser, lower level PCs that can be assigned tasks (battlefield command, espionage, special missions, etc)
*Mass combat/battlefield play
