The MISHAP has previously accidentally swallowed the rod, (long story). During stressful situations like combat he can become indecisive and may panic, causing him to hiccup which activates the rod as his standard action. Effects of the rod may sometimes appear to manifest as a breath weapon. To this day he doesn't understand why his hiccups are so unpredictable!
