maybe I am looking in the wrong place - magic armor\shield with this (only a better, higher level version)
Armor Of Insults
Price 16,175 gp; Aura moderate enchantment; CL 7th; Weight 20 lbs.
Each metal bit of this suit of +1 studded leather looks more like a tiny sneering face than a simple stud. Once per day the wearer of the armor may command the mouths to unleash a torrent of verbal abuse directed against every hostile creature within 60 feet who can see and hear the wearer. Each such creature must make a DC 16 Will saving throw to avoid suffering an overwhelming compulsion to attack the wearer for the next 7 rounds. If the creature is unable to attack the wearer on its next turn, or attacking the wearer would put the creature at risk (moving through a threatened square, charging into a pit, and so on) it can act normally that turn. This is a mind-affecting sonic effect, and has no effect on creatures that do not use a spoken language.

There ya go! I see no reason why it would have to be Studded Leather armor, that could probably be on something better (I would think anyway... and would allow as a GM)

Nice find! At higher levels, that 16 DC is going to be easy to beat. Any way to buff it?

That's the one problem. They don't normally allow the DCs to go up unless the item was created differently. I think that the expanded magic rules and the rules for spell research might allow an avenue to do that?

breaking the armor down, the +1 part is only worth 1000
armor with a total of +4 (1 from the armor, +3 from the Insulting part) costs 16,000
The Insulting comes from the 4th lvl spell Confusion
I would think there would be a way to jack up the Insulting part to +5 and the cost to 50,000 - 60,000 and boost the will DC, as if a higher level wizard cast a higher level spell. Or like a Heightened Confusion
kind of like how you can buy armor with 10 DR or 20 DR or 30 DR to 1 element at increasing costs, like the caster level or the spell level goes up
or like SR in armor
Spell Resistance: This property grants the armor's wearer spell resistance while the armor is worn. The spell resistance can be 13, 15, 17, or 19, depending on the armor.
Strong abjuration; CL 15th; Craft Magic Arms and Armor, spell resistance; Price +2 bonus (SR 13), +3 bonus (SR 15), +4 bonus (SR 17), or +5 bonus (SR 19).

Now you're onto it. I'd say that's perfectly reasonable... that's what I did with my Magus' flying armor.

I am working awfully hard at getting this guy's ass kicked....since the 1k worlds represent all of gaming in the multiverse... I was picturing this dwarf coming over from our old Conan world and the Legion of Mars.

Yeah, if mr. shooty-shoot goes down, I'm playing a Samurai next. Although Matt would have to say yeah or neigh on whether or not he could have a Pegasus as his mount at 16th level (which seems reasonable according to the rules but it ain't my call)
