Virgil is trying to give JH\Stormcrow something rigid to grab and use to climb at least to the surface, if not out of the river. Virgil is 15ft away and I think you said the river was 10ft deep, so the rope should reach them

Whoops. I see that you meant for the rope to be rigid and it does say that in the power description, so never mind about it not being taut. Interesting. The rope is sitting there rigid, sticking in the water, and Virgil is holding onto his end, trying to anchor it.
This is turning into a very cinematic rescue operation!

Well, you can't trade a Move action for a Standard. It kind of goes Stnd > Move > Swift. You can switch for a lower action, but not higher. But Monk can spend a FP, and he'll be all good.
On a side note, I don't know if strangulation/suffocation is really a good act.
