OvPres cannot take any actions (I know he missed, but just fyi) - making a save to break free is a full round action. Additionally, it now takes WIS dmg and is staggered for 1d4 rnds. See spell description copy pasta below.

Argul sees that he and Zang have drawn the Wasp's into a tight, easily targeted knot, and his hand instinctively reaches for the silver chain of pyro-kinetic blasts (necklace of fireballs) worn around his neck, ready to unleash a fiery blast into their midst...
Seeing at the last moment that Zang was unable to free himself, he changes plans, once again tapping his deep reserve of OVERWHELMING PRESENCE, anchoring the attack at the intersection of N-O/11-12 to ensure all of the airborne Wasps are struck.
