great question!
with a 3 action economy, you can attack up to 3 times, though it usually isn't your best option
just using the basic attack option: Strike
1st Strike at full bonus
2nd Strike -5 to hit
3rd Strike -10 to hit
some things can reduce this penalty like Feats or Agile wpns.
Martials in general get Feats that improve their action economy and give them better options. for example, the Fighter pre-gen has Sudden Charge

FIGHTER FLOURISH OPEN
With a quick sprint, you dash up to your foe and swing. Stride up to double
your Speed. If you end the move within melee reach of at least one enemy,
you can make a melee Strike against that enemy.
this is 3 actions worth of stuff (2 Strides\moves + a swing) for only 2 APs (action points or actions)
another Fighter 1 Feat is Double Slice [two-actions]
You lash out at your foe with both weapons. Make two Strikes, one with each of your two melee weapons, each using your current multiple attack penalty. Both Strikes must have the same target.
so this is only for someone with 2 weapons equipped, but you can make 2 attacks at no penalty as long as they aim at the same target
a Ranger option is Hunted Shot [one-action]
You take two quick shots against the one you hunt. Make two Strikes against your prey with the required weapon. If both hit the same creature, combine their damage for the purpose of resistances and weaknesses. Apply your multiple attack penalty to each Strike normally.
so you have to Mark your Target (like Hunter's Mark) but then you get 2 shots for only 1 action, but the normal penalties apply.
In general, as I look at higher level class feats, I see how PF2e balances martials\casters. Martials tend to get "discounts" to their action economy and casters tend to get "taxed".
for example, most spells cost 2 actions to cast
some higher level spells cost 3 actions
some spells require an action each round to "sustain the spell" (like concentration)
at higher levels, fighters get to "raise shield' for free or get a free bonus reaction to shield block
