Gorlug, Moon, Titus and Clyde all notice that there are villagers trapped inside the Temple of Chauntea. They won't last long with a battering ram on one side and a fire on the other. They are trapped!

Has Stealth +5 if he can roll, then:

correct 5ft per square, no penalty for moving diagonal.
So in 5e you get 1 Action, 1 Move, 1 Bonus Action (all on your turn only) and 1 Reaction (not on your turn).
Moon can move 30ft to P-17, no problem
In order to use Stealth, Moon needs to use the Action: Hide
Hide
When you take the Hide action, you make a Dexterity (Stealth) check in an attempt to hide, following the rules for hiding. If you succeed, you gain certain benefits, as described in the “Unseen Attackers and Targets” section.
Since you rolled Stealth, I am going to assume this is what you intended. Since the Kobolds had not seen Moon yet, only Clyde and Gurlog, Moon can use the low wall for cover and remain out of sight.
Moon is considered an Unseen Attack and is currently "hiding"
Hiding
When you try to hide, make a Dexterity (Stealth) check. Until you are discovered or you stop hiding, that check’s total is contested by the Wisdom (Perception) check of any creature that actively searches for signs of your presence.
You can’t hide from a creature that can see you, and if you make noise (such as shouting a warning or knocking over a vase), you give away your position. An invisible creature can’t be seen, so it can always try to hide. Signs of its passage might still be noticed, however, and it still has to stay quiet.
In combat, most creatures stay alert for signs of danger all around, so if you come out of hiding and approach a creature, it usually sees you. However, under certain circumstances, the Dungeon Master might allow you to stay hidden as you approach a creature that is distracted, allowing you to gain advantage on an attack before you are seen.
Passive Perception. When you hide, there’s a chance someone will notice you even if they aren't searching. To determine whether such a creature notices you, the DM compares your Dexterity (Stealth) check with that creature’s passive Wisdom (Perception) score, which equals 10 + the creature’s Wisdom modifier, as well as any other bonuses or penalties. If the creature has advantage, add 5. For disadvantage, subtract 5.
Unless he is noticed, he will get the "Unseen Attacker" benefit on his next turn
Unseen Attackers and Targets
Combatants often try to escape their foes' notice by hiding, casting the invisibility spell, or lurking in darkness.
When you attack a target that you can't see, you have disadvantage on the attack roll. This is true whether you're guessing the target's location or you're targeting a creature you can hear but not see. If the target isn't in the location you targeted, you automatically miss, but the GM typically just says that the attack missed, not whether you guessed the target's location correctly.
When a creature can't see you, you have advantage on attack rolls against it. If you are hidden–both unseen and unheard–when you make an attack, you give away your location when the attack hits or misses.

She does not have range or LoS to enemy E-10.

Titus uses 20ft of movement to scramble over the wall. He takes aim with his crossbow and buries a bolt deep into the kobold that was going to fetch more hay for the white-man fire at the door. The lizard-folk squeals in pain as its blood drains into the small pile of hay at its feet.

Yes. The dragon seems to be focusing its attacks on the Keep in the center of town.
Ok, lets look at the rules for your drop and draw, as there is no such thing as a "free action" in 5e.

You can do certain things (which used to be 'free actions' in PF\3.5) as part of either a Move or an Action. The list of these things is on pg 190 PHB, which I will c\p here
Other Activity on Your Turn
Your turn can include a variety of flourishes that require neither your action nor your move.
You can communicate however you are able, through brief utterances and gestures, as you take your turn.
You can also interact with one object or feature of the environment for free, during either your move or your action. For example, you could open a door during your move as you stride toward a foe, or you could draw your weapon as part of the same action you use to attack.
If you want to interact with a second object, you need to use your action.
INTERACTING WITH OBJECTS AROUND YOU
Here are a few examples of the sorts of thing you can do in tandem with your movement and action:
*draw or sheathe a sword
open or close a door
withdraw a potion from your backpack
pick up a dropped axe
take a bauble from a table
remove a ring from your finger

"drop an item" isn't on the list. This seems odd as the list is very extensive. Luckily, the Devs actually communicate and answer questions like this!

@DnDMontreal The intent is that letting go of something requires no appreciable effort. But picking it up does.
So..... Titus can drop his crossbow "for free". He must then use his "object interaction" to draw his longsword as part of his Move. All good and legal, I just wanted to explain the mechanics.
Gorlug scrambles over the low wall, pulling a javelin out as he does. He charges forward gaining momentum for his throw. Unfortunately, it made his throw a little off center and his damage suffered. The javelin guts the kobold as it rips into his side. He is up, but only barely!

thanks man, I knew when I wrote it that it sounded wrong... but then again I get this game and PF mixed up all the time. It didn't help that my dog was losing his mind last night due to all the damnable fireworks.
