I have rolled for Matt. It is a crit. Red-Eyed Raven just lightly touches the armor with the tip of a wing. Flame erupts from within the armor in a torrent of purple sparks. The head blows off the top of the armor, revealing a withered creature inside whose eyes just barely peek over the rim of the breastplate where a periscope once was. He howls in pain, but continues to fight.

Yes it does... Spring Attack, Ride By/Fly By Attack or using a hero point or some other power allows you to do that.. not so much with spells due their inherent power.

Actually, it's entirely possible within the confines of the game. He just isn't powerful enough yet. And I see no reason why you could not use a Touch Attack spell with Spring Attack or fly by, etc....

I think it is just one of those rules that "have always been that way". Honestly.... it IS silly that you have to spend 3 feats in order to: move, attack, move.
Personally, I think that should go the way of Quick Draw, opening doors, the dodo bird and Mitt Romney.
It would be a really nice adjustment for ranged characters in particular. They could find good cover, step out, shoot and get back into cover in a very real and tactical way.
I think the problem would come from melee who would always be provoking AoO. Anyone with some Tumble\Acro can already do it most of the time. But then we get into the paucity of skill points in RPGs.
Maybe the feat chain to get to Spring Attack would allow the non-tumblers to move without provoking an AoO?
Or even just make it 1 feat and a "combat maneuver" such that anyone (armored or not) could make a CMB check vs the enemy's CMD (like tumble) to avoid an AoO.

I think it is important to remember that a round is 6 seconds. The movement rules would be easy to abuse if everyone could move, attack, and move again. It is easy to get too particular about squeezing the most tactical advantage out of your turn. The round is a simulation of simultanious actions in 6 seconds. The constraint (or tax) on how much can be accomplished in that time and proximity is the only way to account for realistic limmitations since we can't all go at once. The feats account for the rare extraordinary character who can move fluidly through a crowded battlefield.

I really like the PFU version of action economy! That makes a lot of sense; it eliminates some of the problems of being locked into 1 standard + 1 move, without making everyone OP. It actually helps spellcasters too, which is rare.

The second armored assailant, impaired by damaged equipment, barely shaves the hairs from the cullinary's chin.

Tarek's blade exploits a fold in the armor that was unhinged by the explosion. His precise jab pries the elbow off like a can-opener revealing a tiny withered arm, pale green; almost white. There is no blood, just an odd slime. The creature appears to slip out of consciousness.
Theodras' attack gains a +2 flanking bonus and a +2 for attacking a prone target, so 15. His sword comes down hard, but only finds breastplate for no damage.

Im not recalling if the tower's upper level had windows, but if it does, we'll send ReR out to fly up and look inside, he can even use movement to fly in and the out again if needed. He'll then report back what he has seen. He does speak common after all...
If it doesn't, Lumenor and ReR will simply standby and prepare to follow the martial types up the stairs.

There's a small window. I already asked. Not sure if it's second floor, however.

Red Eyed Raven flies up the tower exterior and seems to go up and up and up and get no-where. The one window looks into the rafters in the entryway.
